SVHOA Board Meeting February 27, 2001

Meeting commenced at 7:35 p.m.

Board Members in attendance: Brian Brick, Jill Warner, Jennie Brick, Toby Abom and Denise Hodges

Other attendees: Dawn Chesney, Tracy Vernon-Shimko, Elizabeth Moorehead, Nick Thom, Lauren Flong, Jennifer Palmer, Dale Muller and Michelle Fulper

  1. Minutes
  2. Motion by Brian Brick to waive reading of the November, 2000, minutes; motion seconded and minutes approved as read. Minutes from the January, 2001, General Meeting were not available for approval. Minutes from the January, 2001, monthly meeting were approved as read.

  3. Old/Continuing Business
  4. Tree Dedication: Dawn Chesney reported that Joyce Herzer was hoping for the end of May for the dedication. The Herzer family has a specific tree in mind and will obtain it at cost for the village. The tree will be planted in advance and the placement of the tree will be coordinated between Carl Herzer and Parks Chair Toby Abom. The purchase of the plaque and wording for the plaque will be arranged by the interested parties. No action was taken by the Board.

    Oakland Town Hall Meeting: Brian attended the meeting on January 27th. The Oakland City Budget was presented with no items for the SVHOA.

    MacArthur Redevelopment Project: Brian read the email from Matt Cronin, Sheffield Villager who has been attending the meetings. According to Matt, all of Sheffield Village's demands have been met in regards to the redevelopment project. Denise made available the San Leandro Times article discussing the project.

    Bookkeeper Replacement: No interested parties have applied for the position. Dale has agreed to stay on until a Sheffield Village resident applies for the position. Jennie will coordinate with Elizabeth Moorehead to obtain Quickbooks and begin converting the accounting data to the Quickbooks software.

    Speed Trailer: Sergeant White is no longer in charge of speed trailer placements. Toby will find out who the new person is and contact them for speed trailer placement.

    Doggie Dispensers: Toby has arranged to purchase doggie dispensers in bulk. Denise and the Bricks volunteered to keep extra doggie bags in storage for the Home Owners' Association.

    Website: Two villagers have volunteered to set up the website. The domain name "sheffieldvillage.org" has been purchased. Some board members will meet with the web volunteers to discuss set up procedures.

    Chabot Golf Course Environmental Impact Report (EIR): Brian summarized the main issues for Sheffield Village in regards to the EIR. All written responses are due to the Planning Office March 26th by 4:00 p.m. Lauren discussed specific environmental issues not clearly addressed in the EIR. A consensus was reached that a formal written opposition would be submitted. Brian, Lauren, and Denise agreed to work on the opposition as well as solicit other interested parties. Tracy agreed to go to the first of three public hearings.

    SV Park & Rec. Center Director and Home Owners' Advisory Committee Formation: Gale Grunert, Brian and Denise met with Dr. Harry Edwards regarding the Center Director position. Dr. Edwards encouraged the formation of a Home Owners' Advisory Committee to work with the new director. Jill agreed to be on the committee. Denise agreed to make up fliers for Michelle to hand out at the clubhouse. All attendees were encouraged to "talk up" the committee with other villagers. A minimum of five members is required for the committee. During their meeting, Dr. Edwards spoke of his desire to take care of Sheffield Village and give us the director we wanted.

  5. New Business
  6. Student Scholarships: Jennifer Palmer made a presentation to the Board that Sheffield Village could participate in giving financial scholarships to villagers graduating from San Leandro High School. She suggested that SV is the only home owners' association that does not participate in giving to graduating seniors going on to further education. A motion was made that Sheffield Village begin participating in awarding small scholarships to village graduates this year. The motion was seconded and approved. No monetary amount was decided upon and it was agreed that the actual amount would depend on how many graduates apply for scholarships. Jennifer agreed to help organize the scholarship application process with the San Leandro High School counselor in charge of the program.

    Sheffield Village Crier: Gale Grunert has resigned as Crier Editor. The board will arrange a formal thank you for the 12 years of service Gale has given to the village. The board will act as interim editor until a full time editor is hired. Brian will be the point person for articles and inquiries.

    Misc. Park Issues: Steve Murphy spoke with Toby about the dead end at Covington. Steve has been working hard to keep it clean and some neighbors have shown an interest in creating a community garden at the dead end. One neighbor has agreed to lend their water supply for the garden. It was agreed that this is a great idea. No board action was taken.
