SVHOA Board Meeting October 15, 2002Meeting commenced at 7:08 p.m. Board Members in attendance: President Brian Brick, Treasurer Jennie Brick, and Parks Chair Matt Cronin. Board Members absent: Plans Chair Gail Rappl and Vice-President Jill Warner Other attendees: Joe McClintock, Jen Frick, Virginia Owens, Joan Granger, and Captain Shinn.
Minutes from the July and August board meetings were circulated via email and approved as submitted. There was no meeting in September due to lack of quorum. Bookkeeper's Report- Jen Frick submitted the September financials which were approved by the board members present. Annual Picnic- Gail Rappl was not present to submit a report on the annual picnic. Mail box- a new mailbox has been put on Marlow in front of the apartments due to our requests. Tax Refund- Villagers have begun to receive their property tax refund from the Oakland School District. Scholarships- the two Villagers who received scholarships have been sent their checks. Each recipient received $150. "Tuscany Hill" Development- not a lot has happened since the last board meeting. No permits have been requested or given toward the project to our knowledge. Fall Leadership Breakfast- Brian and Jennie will attend the leadership breakfast this coming Saturday. Make a Difference Day- Dawn Chesney will be heading up the 2nd Annual Sheffield Village Make a Difference Day. She will submit an article for the Crier asking for volunteers. It is a canned food drive for local Oakland food banks. The event is scheduled for October 26th. Delinquent dues- list- Jen Frick passed around a list of Villagers who have not paid their 2002 dues. It has been suggested that this list be published in the next issue of the Crier to urge non-payers to pay their dues. There are 29 homeowners on the list. Letter of complaint- a letter was sent to the Crier in opposition to a list of names of Villagers who have not paid their dues being published. The board approved the list of names being published by a unanimous vote. Brian will print it in the next issue of the Crier. Parks Update- complaint re: trees- Matt reported that there have been requests that two pine trees in Milford Park be trimmed. Jennie will give Matt the name of a tree company to get quotes for cutting the trees. Joan also suggested that a eucalyptus tree in Onset is dead and needs to be removed. complaint re: vagrants, noise, etc.- Brian reported that some homeowners have complained about vagrants in the city park and noise after 10pm. Captain Shinn suggested that Villagers call the Park police to handle park matters. Plans Report- complaint re: trailer- Gail reported via email that she sent an email with information regarding the construction on Danbury to the concerned Villagers. Roxbury(?) addition- there is new construction at a house on Covington (not Roxbury) to the back of the house. Brian will notify Gail to send a letter reminding the homeowners that they must have any plans approved by the SVHOA Board of Directors prior to construction. Misc.- (please note that this item was actually presented first on the agenda at the meeting)Villagers Joan and Virginia reported a number of "kids" (high school age) had been parking during the day on Marlow near the entrance to Onset Park and they were concerned about what the kids were doing in the park. They had noticed a number of different groups parking and then entering and exiting the park at different times during the day, a few days each week. Joan submitted a list of cars with vehicle descriptions and license plate numbers. Matt gave his phone number to be contacted when the kids show up in the next week or so. Captain Shinn addressed the problem with a number of solutions. 1. post proper signage on all SV parks stating that it is for the private use of Village residents. 2. neighbors adjoining the park could install security lights to shine on the park entrances at night. 3. SVHOA should submit a letter to the OPD inviting them to enter our parks for inspection at any time, otherwise the OPD has to have probable cause to enter the parks since they are designated as private property. It was moved and passed unanimously that such a letter be drafted and Brian said he would draft a letter on behalf of the SVHOA Board of Directors. 4. a copy of this letter should be given to Villagers who border either of our parks to show any OPD officers if the need arises for them to investigate a situation. Villagers should report any problems using the non-emergency phone number and pressing #. 5. the SVHOA may be able to obtain the name of the registered owners of the vehicles and write letters to the parents, principal, or truant officers associated with the kids involved. Based on the description of the clothing it was suggested that the kids involved were from San Leandro High School. All other "New Business" was tabled for the next board meeting. At 8:18 pm the meeting adjourned
