SVHOA Board Meeting November 19, 2002

Meeting commenced at 7:09 p.m.

Board Members in attendance: President Brian Brick, Treasurer Jennie Brick, Parks Chair Matt Cronin, Plans Chair Gail Rappl and Vice-President Jill Warner

Other attendees: Joe McClintock, Jen Frick, Gino Yun, Jun Osalbo, and Captain Shinn.

  1. Minutes
  2. The reading of the minutes from the October meeting was waived.

  3. Old Business
  4. Bookkeeper's Report- Jen Frick submitted the October financials which were approved by the board members present. Jen reported that after the Crier article delinquent dues were coming in. Jen requested $100 approval for purchase of a Village fax machine. The motion was made, seconded and approved for $100 for a new fax machine.

    Mail box- the mailbox on Marlow is in place and must be utilized by the Villagers in order for us to keep it. The red zone in front of it will not be extended.

    Tax Refund- some Villagers have not received their tax refunds. Information on how to follow up or have the check made out to the current homeowner will be published in the next Crier.

    Make a Difference Day- donations were down from last year. The board officially thanked Dawn Chesney for heading up the project the second year in a row and will thank her in the next issue of the Crier.

  5. Continuing Business
  6. "Tuscany Hill" Development- still no new developments. Brian has received the latest revised plans and will bring them to the annual meeting in January. Patmont is said to be willing to contribute $1 million toward the golf course project. Joe agreed to contact Bay Area Open Space to see if they have any suggestions on how to stop any project on the ridge.

    Delinquent dues- see Bookkeeper's Report Parks Update- 7 trees need to be trimmed or removed. 5 at Milford park and 2 at Onset park. Matt will obtain quotes for the tree trimming.

    Plans Report- 14 Danbury- due to a number of complaints regarding the new construction on the house at 14 Danbury the homeowner was asked to come to the meeting and explain the apparent changes from the plans that were originally submitted to the board. Geno Yun, the homeowner, did attend and provided final renderings of the house that were not the plans that had been approved by the board. Geno explained that he had always intended to leave only the skeleton of the house and basically rebuild; some of the demolition was left up to the contractor (though it was not originally presented that way to the board). Geno explained that he wanted to open up the living area with the new roof line, but that the front porch, when completed, would change the visual effect of roof line and make the home look more like a Village home. He asked that Villagers withhold judgment on the house until the front porch was completed. In response to a request from Brian, Geno agreed to write a letter to the Crier to let the community know how the house would stylistically fit into the Village. Geno agreed to email his letter to the Crier to Brian. The board then had further discussion regarding the idea of finding and asking a resident Village architect to review future plans submitted to the board for (other) projects, but no final decision was made.

    Crier 2003- Brian may not be able to continue writing the Crier in 2003 due to his shoulder injury.

  7. New Business
  8. Utility Lines - Villager requested item- Jun Osalbo, owner of the apartments on Foothill suggested that the Village consider getting put on the waiting list for underground utility lines. It would cost each homeowner $5500 over 10-15 years through the City of Oakland. Jun submitted a petition to see if the Village was interested.

    2003 Budget- It was moved, seconded and approved that the monthly stipend for the bookkeeper be raised to $200 per month in 2003.

    Annual Meeting- It was moved, seconded and approved that the annual meeting of the SVHOA be set for Saturday, January 4th at 10AM. It was also approved that a notice of the meeting would be mailed to all homeowners 10 days prior to the meeting.

    Election issues- Joe McLintock has shown an interest in being on the board in 2003. Jennie will follow-up with a few other Villagers who have expressed interest in the past.

    Giving Tree- Brian will contact Councilmember Larry Reid's office to work with an organization that is collecting gifts for low-income and homeless Oakland children. The motion was moved, seconded and approved to move forward with that.

    Caroling- Brian agreed to lead the caroling if the Kitts are unable to do it. The Saturday before Christmas is the best time for Brian if he needs to organize it.

    Misc.- Jun Osalbo also gave the board a form to fill out to get SVHOA on various lists of distribution within the City of Oakland. Jen Frick will fill out the form and submit it to the City. Jun wanted the board's help in getting the sound wall on the freeway extended further. Brian reminded those present that the window for discussion with CalTrans was perhaps closed and that a lot of discussion had taken place late last year regarding the project. Jun said he would write a letter to the Crier asking for Village support.

    Jun also requested advice on how to have a stop sign put in at Marlow and Foothill just past the overpass.
