SVHOA Board Meeting - May 6, 2003

Approval of Minutes

M/S/C approved min of March meeting with some revisions.

Financials

Bookkeeper Jen Frick reports:

 -57% dues paid. Req. a dues form  be put into next crier. M/S/C notice to be put into June and July criers

 -Need to make the budget. Use last year’s budget as outline M/S/C to get copies of last yr’s. Budget and review at next mtg

 -Liability insurance that protects the assoc. is due. Cost is $2,800. Has an agency that will find a better deal for us. Will come back on that.

 -Jen to make a list of the chronic non-payers of dues, who have high amt. of debt regarding the dues.

City Budget

Pat Mosberg reports that the formal budget by the mayor will not close any recreation centers at this time. This includes the clubhouse.

Park Signs

Five signs are needed. Matt to talk to Brian Brick and OPD re: wording on the signs.  Suggested that they incl. a city citation to make them more enforceable. 

Homeless Camp

It is reported that the camp is closed up.  It was thought that they might now be in Chabot Park.

Design Review Committee

Sally to meet with Oakland Planners. Will produce an overlay re: the process to designate SV a landmark district. Sat, May 10, will be a mtg with the planning committee to plan review guidelines and to make a note for the crier.

Speed bumps

Don reports that we need the approval of  67% of neighbors on the block involved, for a speed bump to be put in among other requirements.  Don will get petitions.  Suggested spots are

Roxbury betn Covington & Marlow
Roxbury betn Danbury & Marlow
Revere betn Marlow & Danbury
Revere betn Covington & Danbury
Marlow at the clubhouse

Stop signs

Don states these are more difficult to obtain. Sugg. spot is on Revere at Covington. A Yield sign was sugg for Covington  & Roxbury.

Crier

Matt reports that 2 people have volunteered to do the crier. It was agreed that he would take the first one who called him.

Dog Bite

A letter approved at the last mtg to be sent to the landowner of a dog that bit a neighbor, was cancelled due to the news that the dog had been picked up by the dogcatcher already.  It was sugg that the person who complained about the dog should refer to the OPD/dog catcher for further concerns.

Resignation

Charlie reports a desire to resign from the president position as he has found that it requires more time than he is able to properly provide.  The board asked that he stay on until we can put into the Crier, a request for anyone who may want to fill the position.  Charlie agreed to stay on until then.
