SVHOA Board Meeting - March 30, 2004

Minutes of March Meeting of Sheffield Village Home Owners’ Association Board of Directors – March 30, 2004.

Meeting was called to order by Chris Barker at approximately 7:18pm. Board Members present were:

Announcements

Chris Barker announced that Don Melcher and Don Fuller had resigned from the Board during the month and that their replacements would be appointed as soon as we got to New Business

Minutes

Chris Barker moved that the minutes from the February Board Meeting be approved as is, Tim Herron seconded the motion. Motion unanimously approved.

Financial Report

Chris Barker circulated the financial report for Februray. There were no questions on the Financials.

Old Business

Apartment Assessments

Open forum discussion was held on how much to assess the Apartment/Commercial buildings. Chris Barker circulated a spreadsheet showing how much the assessments would be at the full 20 cents per square foot and at 10 cents per square foot of first floor living area (footprint). Many homeowners were very vocal in communicating that since the assessment change was voted on by the entire association and passed, the apartments should be assessed at the full 20 cents per square foot. Jarrod Jayne made a motion to assess the Lots 316 to 328 the full 20 cents per square foot as approved by the Homeowners Association. Chris seconded the motion and motion passed unanimously.

Re-recording of CCR’s

Chris Barker reported that no action was taken this month on this item because we did not have a President to sign the new CCR’s. This item will be carried over until next month.

Crier Printing Costs

It was noted that Jennifer Yuen had gotten the Crier Printing costs down to $40 by using OfficeMax. It was decided that this was excellent and that no further action was required.

SVHOA Storage Options

The Board decided to take Michelle Fulper up on her offer to store HOA records in sealed boxes up in the attic of the clubhouse.

Crier Ad Fees

We discussed the rate to charge for Crier business card sized ads and came to the conclusion not to change the existing fee from $20 per month with 2 free months if a year is paid for in advance.

115 Covington Picket Fence

Discussion was held on how to read the CCR’s on this issue. The board discussed the pros and cons also. It finally came down to a vote with Tim Herron making the motion to accept the plans for this fence. Chris Barker seconded this motion. Motion passed 2 to 1.

New Business

Appointment of 2 new Board Members

Chris Barker asked for volunteers for the open slots. Tom Rute and Steve Murphy stepped forward and volunteered. Thanks also to Brian Brick who volunteered but withdrew once he saw we had 2 solid candidates. It was agreed by the Board that Steve and Tom should be appointed to the Board of Directors.

Easter Egg Hunt

Suzanna Oto requested that the SVHOA donate $150 to the children’s easter egg hunt to be held on April 10. Chris Barker moved that the SVHOA donate $150 from donations to the kids easter egg hunt. Steve Murphy seconded the motion and motion passed unanimously.

Homeless Encampment on the SL Creek

Dawn Chesney agreed to ask Councilman Larry Reid to own the resolution of this issue with the various public agencies.

Parks Planning

Jarrod Jayne is forming a steering committee for planning improvements to the parks. It was agreed that Milford will be the first project. The committee will consist of Jarrod Jayne (chair), Steve Murphy, Scott Sommerfield, Matt Cronin, and Mark Muller.

Transfer Fee Review

Chris Barker floated the idea that we might consider increasing the transfer fee that we charge from $50 to $75 or $100. Open discussion was held and it was suggested that a formal proposal be drafted. Chris Barker said that this was an elective issue and was not critical to our financial health and didn’t have the resources to devote to a study on this issue at this time. It was agreed that no change in the transfer fee would be made at this time.

CORE Training

Dawn Chesney discussed CORE Emergency Preparedness training that will be held on May 19th from 7-9pm. Dawn will put an informational piece in the Crier.

QuickBooks Upgrade

Chris Barker discussed QuickBooks, our financial software package and the fact that Intiut support was no longer available. Chris Barker moved that we spend up to $110 for an upgrade at Costco with Steve Murphy seconding the motion. Motion passed unanimously.

2004 Budget

Chris also recirculated a draft of the 2004 Budget. Chris Barker moved to approve the 2004 Budget with Steve Murphy seconding the motion. Motion passed 4 to 1 adopting the 2004 Budget.

Picnic Planning

Chris Barker mentioned that we might want to talk to local realtors about participating in a picnic where the realtors paid for much of the cost. Other suggestions were to have a garage sale to help fund the picnic. Steve Murphy proposed that a committee be formed to plan the annual. No one volunteered. Steve volunteered to write an article for the Crier soliciting volunteers.
